Mr. Starkman is a member of the Litigation and Business teams, concentrating his practice on Healthcare Law. Mr. Starkman has more than twenty years in healthcare management including positions with hospitals, physicians' practices and health plans and brings this practical experience to his clients. His extensive experience in health care transactions, managed care issues and regulatory compliance gives Mark the background and knowledge to counsel health care providers on a variety of critical concerns including contract matters; fraud, abuse and antitrust issues; mergers, acquisitions and affiliations. He also advises clients in a number of specialized areas including credentialing, licensure and professional discipline.
Mark served on the Town of Somers Planning Board from 1997 to 2004, is on the Board of Directors of the Poughkeepsie Area Chamber of Commerce and is the chairman of the Chamber’s Long Range Planning Committee. He is on the Hudson Valley Advisory Board for Lighthouse International and was recently elected to the St. Luke's Cornwall Health System Foundation Board. In addition, he is a softball coach and coaches the Dutchess Divas, a U18 girls team.
Mr. Starkman is a graduate of Pace University School of Law, where he received his Juris Doctor degree in 1994 with certificate in Health Law and Policy. He received his Bachelor of Arts degree from the State University of NY at Stony Brook in 1978 and his Masters in Business Administration from St. John's University in 1986. He is admitted to practice law in the courts of the State of New York, the United States District Courts for the Southern, Eastern, Northern and Western Districts of New York, the United States Court of Appeals for the Second Circuit and the United States Supreme Court.
Mr. Starkman belongs to the American Bar Association, New York State Bar Association, Dutchess County Bar Association serving as an alternate delegate to New York State Bar Association, Mid-Hudson Bankruptcy Bar Association, and from 1998-2001 was appointed to the Association of the Bar of the City of New York Health Law Committee. His professional memberships consist of the American Health Lawyers Association, American College of Healthcare Executives (Diplomate), Healthcare Financial Management Association, Metropolitan Health Administrators' Association, and New York Medical Group Management Association.
