Ms. Thelman is presently a member of the firm's Real Estate Team. She assists with closings, contract and warranty preparation and resolution of title and financing issues. She is involved with the firm's very active condominium, and homeowner association (HOA) practice. She works closely with the governing boards of a number of Orange and Sullivan County condominiums and HOAs. Together with Gerald A. Lennon, she prepares offering plans for developers of both commercial and residential condominium developments for filing with the New York State Attorney General's Office. Penny has also assisted the firm's Land Use and Municipal Teams in a wide assortment of projects, from small two-lot subdivisions to large residential and commercial developments. She is the firm's lead person in obtaining agricultural and other property exemptions for local property owners.
Penny is the Board Secretary of Orange County Rural Development Advisory Corp., a not-for-profit housing agent which provides and preserves an array of housing opportunities, information and counseling for first time home buyers, development of housing projects, weatherization programs and financial counseling. She is also the Board Chairman of the Wallkill River School, Inc., a non-profit cooperative art gallery and school for artists located in Orange County and a member of the Wurtsboro Art Alliance a non-profit art association in Sullivan County. She is active in the homeowners association where she lives and was past president and vice president of that association. In addition, she was on the Board of the Sullivan Association of Lakes while it operated and which encompassed the representatives of several lake communities. She was a licensed real estate sales person from 1989 to 1999 and a past member of the Orange County Board of Realtors.
Penny has over twenty five years experience with the firm. She is a graduate of Northland College with a B.A. degree in planning and public policy. She has completed post-graduate work in the field of planning, condominium law, computers, fund raising and real estate law.
